Project Description

IFC’s advisory services for the District of Bogota Education Secretariat will follow a two-phased approach: 1. Phase I: Due Diligence and Structuring – During this phase, the technical, legal, socio-environmental, and climate due diligence of the project will be conducted, and draft bidding documents and the PPP contract will be developed. Additionally, a plan to promote the project will be prepared and, if deemed necessary, a prequalification process may be held. 2. Phase II: Promotion, Bidding, and Commercial Close – Phase 2 involves promoting the project, finalizing the bidding documents and PPP and supervision contracts, and supporting the Education Secretariat in executing the bidding process until the PPP contract is awarded. Once the project is awarded, its execution on the part of the concessionaire will follow roughly the following stages: (i) Pre-construction and Financial Close: This stage includes securing the necessary financing, finalizing technical designs, obtaining permits and licenses, and carrying out preliminary works. (ii) Construction: This stage includes the construction of the new schools, which will include all required academic, administrative, and recreational areas, preparation of green areas, and the provision of required furniture, fixings, and equipment, among others. The commissioning of the new infrastructure will round out this stage. (iii) Operation and Maintenance: During this stage, the concessionaire will provide the required non-pedagogical services, which may include, among others, maintenance, cleaning, security, transportation and meals. During all stages, the concessionaire will implement a socio-environmental engagement strategy with stakeholders.
