Project Description

This project will have two components: COMPONENT 1: FACILITATING REFORMS THROUGH THE INVESTMENT FACILITATION COMMITTEE The project will serve as the technical assistance arm of the Investment Facilitation Committee Secretariat, providing technical assistance to the committee to identify the necessary reforms that can address the issues inhibiting investors from investing in Fiji. The work in this component will focus on licenses and permits identified as priority reforms for the Committee, which may include those already identified by the Committee (including the four listed above), those derived from the Reform Action Plans from Component 2, and issues that may arise in the future through the deliberations of the Committee. It may also include reforms that were identified in the previous project but have not yet been implemented. The specific activities to be undertaken in this component include: - Working with the Committee to prioritize reform needs and identify key reform agencies; - Designing reform action plans for each priority reform need along with detailed memos outlining the scope of reforms that need to be implemented, working with the Committee, the relevant line ministry or agency; - Providing technical assistance to priority line ministries and agencies to implement the reforms, including other Government bodies including the Fiji Law Reform Commission and the Ministry of Justice as required to enact regulatory amendments. COMPONENT 2: PROMOTING SUSTAINABLE INVESTIBLE OPPORTUNITIES This component will support Investment Fiji in identifying new investible opportunities in decarbonization and circularity, such as renewable energy, green construction materials, climate-resilient and affordable housing, hotel retrofits, green logistics, shipping and ports, waste management and circularity, and converting these opportunities into investments. It will do so in two phases: Phase 1: Identification of investible opportunities (Months 0-9) The project will replicate a diagnostic tool being piloted in Papua New Guinea to quickly identify and benchmark investible projects in sustainable infrastructure. The analytics will first identify brownfield and greenfield investment opportunities and shortlist them through rigorous analysis, including consideration of: a) Sufficient production of or resource endowments in the upstream raw materials; b) Existing or planned private investment in the downstream industry; c) Existence of domestic demand and international export markets for the downstream processed product, including potential linkages with the resource sector and/or existing industry; d) Environmental and social impact; and e) Realistic ability of Fiji to host the industry. It will then identify a longlist of potential investors who could be targeted to invest in the specific opportunities, and produce: a) An inventory of regulatory requirements for investment, along with reform action plans to address the most burdensome regulatory requirements; and b) An investment promotion strategy that is customized for each individual opportunity and investor, with a focus on each investor’s specific needs that need to be addressed to unlock investment. The selection of sectors for the analytics will be conducted in close consultation with MAS and INR Investment and Upstream to ensure that these efforts also contribute towards IFC’s pipeline, since IFC can play a transformative role in pioneering some of these sectors. Phase 2: Implementation of strategies (Months 10-36) The project will support the implementation of the strategies by providing the necessary technical assistance to implement the reforms using the Investment Facilitation Committee secretariat in Component 2, and to implement the investment promotion strategies with Investment Fiji.
