Project Description

The New Cebu International Container Port Project is a hybrid Public Private Partnership (PPP) with (i) civil works implemented through public procurement with official development assistance (ODA) funding from Korea Eximbank (KEXIM) and the Philippine Government; and (ii) O&M with key equipment supply implemented under a PPP. The port is being built on a 25-hectare reclaimed island in Consolacion, Cebu and will feature a 500-meter berth and a water depth of 12 meters, capable of accommodating two 2,000 TEU vessels. Civil works began in February 2025, with construction targeted for completion by mid-2028. IFC will assist the Department of Transportation (DOTr) of the Philippines as its Lead Transaction Advisor in structuring and implementing a competitive and transparent tender for a PPP to select a reputable operator to finance, operate, maintain, and equip the port under a long-term concession.
