Project Description

The Togo Ride Hailing is a three-year Project designed jointly between the IFC CMA and INFRA Upstream teams to expand Togo’s ride hailing market. The Project is structured around two components: 1. Improving Driving License Environment & Uptake; and 2. Alternate Trainer Identification to Support Sustainability of Ride-Hailing Sector. COMPONENT 1: IMPROVING DRIVING LICENSE ENVIRONMENT & UPTAKE Activity 1. Support Uptake of Driving Licenses. The Project will support the following: • A review and creation of an action plan for reforming the A1 motorbike drivers licensing scheme. • DTRF to formally embed the new streamlined process of driver training and examination. • The training of at least 4,500 moto ride hailing drivers and assist them in obtaining their driving licenses. • Identification and accreditation of alternative driver training school(s) to issue A1 licenses. Activity 2. Ride-Hailing Public Private Dialogue. The Project will expand upon the PPD initiated under the pre-implementation period and continue its implementation. With the short-term action plan initiated during pre-implementation, dialogue around the practice of the new short-term solution, as well as the development of a sustainable long-term plan will now be the main focus of the PPD. The Project will build upon the initial dialogue within the ride hailing sector by: • Expanding the dialogue’s participant pool by updating the stakeholder mapping and engagement; • Continuing to support the relevant private sector stakeholders and working to achieve appropriate participation from the public and private sector through a regular dialogue; • Ensuring the effectiveness of the dialogue platform by organizing sessions and mobilizing expertise where needed to identify the issues (including those related to gender); • Propose recommendations for policy or institutional reforms, and develop an action plan along with relevant government stakeholders; • Fostering good working relations between counterparts to support and promote policy initiatives that emanate from the platforms; and • Supporting monitoring and implementation of the action plan, capturing results and ensuring effective communication. COMPONENT 2: ALTERNATE TRAINER IDENTIFCATION TO SUPPORT SUSTAINABILITY OF RIDE-HAILING SECTOR Activity 1. Supporting ride-hailing operational sustainability. The project will support the government to: • Align the government-drafted law on transportation professions with best practices; • Draft the necessary regulatory reform or policy to enable the accreditation of a third-party motorcycle driver training provider; • Certify a third-party motorcycle driver training provider; • Develop a standard business plan template (including logistics, costings, etc.) to enable interested driver training providers to become certified training providers; and • Produce a standard drivers’ license training manual to enable certified training to be offered by a separate, non-government training school. IFC will hire the technical consultant to produce the standard training manual. Activity 2. Rollout and issuance of licenses under reformed system. The IFC program will support the government and new driving training provider/school(s) to launch the new roll out of the drivers training. It will do this by • Monitoring the rollout and keeping abreast of any challenges encountered. • Maintaining dialogue between the government and the new training provider;
