Project Description
This project is a continuation of WBG Finance, Competitiveness and Innovation's (FCI) Mozambique Secured Transactions Phase 1 project (#602928) which led to the establishment of the best practice legal and institutional framework for movable asset-based lending. The Phase 2 of this project will address all the main obstacles and non-leveraged opportunities for the development of a robust movable asset-based lending market. The project will have two components: (1) Develop the movables based financing market – this will include completing a detailed review of the market for movable asset based financing, increasing the lenders' and key stakeholders’ understanding and knowledge of the movable asset based financing and working with one financial institution to roll out a movables financing product/s for MSMEs, including considering specifically women entrepreneurs; (2) Strengthen the ecosystem for movables based financing. This component will build capacity of the registry operator (CRGM) on best practices in secured transactions electronic registry operations, including strengthening the statistical analysis and reporting capability based on data from the Collateral Registry database to guide policy directives and inform the market of the evolution of the movable asset-based lending market.
