Project Description
Through this phase II project, IFC will provide Advisory Services and technical assistance to the main client, BFM in order to support the upgrade of the public credit registry that is being conducred by an external party and build internal capacity as well as build the capacity of external stakeholders.
Development Results
This project intends to build the capacity of BFM to enable them to fully leverage the PCR to enhance their policy making, regulatory and supervisory roles; and to build the capacity of other stakeholders namely supervised entities, to enable them to understand the complementartiry of the existing private credit bureau (PCB) with the new public credit registry (PCR). This is a follow-on to a phase I project which was successfully completed with two main outcomes: The approval of the credit reporting law and a fully operational private credit bureau.
The main objectives of this project is to achieve the following by project completion:
1.Roadmap for BFM to leverage granular data and analytics to support their oversight (micro and macro prudential supervision) role and policy formulation.
2. Training of BFM staff and supervised entities (banks and MFIs).

The principles of the relevant Performance Standards have been applied to the project design. Environmental and social risks will continue to be reviewed throughout the life-cycle of the project.
IFC’s advice will be provided in a consistent manner with the principles of the relevant Performance Standards. The IFC team will assist the client, as the final decision maker in gaining a good understanding of IFC’s Performance Standards and will provide recommendations for appropriate mitigation measures whenever warranted.
