Project Description
The project aims to support the Ministry of Industrialization and Private Sector Promotion (MIDSP) in implementing a strategic vision for Madagascar’s T&A sector, with a focus on strengthening the enabling environment for investment and diversifying export markets. The project comprises two key areas:
1: Regulatory and Institutional Strengthening
The project will assist in the design, formalization, and operationalization of the Textile Committee as the central coordination platform for public and private stakeholders. The Committee will oversee the development and implementation of a strategic sector roadmap in alignment with the National Industrial Strategy (PACTE). In addition, the project will help review and propose amendments to laws and regulations governing investment and the operations of textile firms in Madagascar. The project will undertake a comparative benchmarking study, facilitate inclusive stakeholder consultations, and build the capacity of public officials and Committee members to design, implement and monitor reforms.
2: Investment and Export Promotion
Subject to progress in policy and regulatory reforms, the project will support the design and implementation of targeted export promotion and investment generation strategies for the T&A sector. This will include identifying and engaging potential buyers; building and managing a pipeline of prospective investors; conducting targeted outreach missions; and strengthening facilitation and aftercare services to encourage reinvestment and operational expansion. The project will also develop promotional materials to showcase sector opportunities, regulatory requirements, and market intelligence to investors and trading partners.
