The project is expected to enable local road construction sector SMEs to bid and win more contracts in public sector road construction, rehabilitation and maintenance, and improve SME project execution in the road sector. The project, in partnership with the main road sector public and private stakeholders (the Ministry of Transport, Infrastructure, Housing and Urban Development, the National Construction Authority, the Road Authorities, the National Industrial Training Authority, local training institutions, contractors associations and development partners), will build the capacity and skills of at least 30% SME road contractors through (i) SME skills development in bidding and business management, (ii) skills development of local institutions providing training to SME road contractors, and (iii) support to sector value chain promotion activities. The project will contribute to improving road construction sector SME performance and competitiveness, increasing their sales revenues, job creation and growth. Consequently, better prepared and more competitive SME road contractors will be better able successfully complete road projects and contribute to the expansion and improvement of the road network. An improved transport infrastructure will enhance connectivity and mobility, ease the cost of doing business, and promote trade and investment. Given that business management is a fungible skill and that over 80% of the road contractors hold licenses to operate in other sub-sectors of the construction industry (e.g. buildings, water and sanitation works), the benefits derived from the skills acquired through the project, will spill over and have a positive impact on the other sub-sectors of the construction industry where the road contractors also work.

PS 1. Assessment and Management of Environmental and Social Risks and Impacts	Initial Disclosure: As part of its Due Diligence, and as mandated by IFC's Sustainability Policy, IFC team has screened this project to assess consistency with IFC's Performance Standards. The principles of the relevant Performance Standards have been applied to the project design. Environmental and social risks will continue to be reviewed throughout the life-cycle of the project. SME capacity to operate at higher E and S standards occupational health and safety, are always a challenge therefore closer scrutiny will be necessary.	Initial Disclosure: IFC's advice will be provided in a manner consistent with the principles of the relevant Performance Standards. The IFC team will assist the client, as the final decision maker, in gaining a good understanding of IFC's Performance Standards.
