Project Description

The vision of the GoL is to develop a national infrastructure that would represent a Point of Single Contact of interaction between the business community and the public sector. The following is the scope of the project: - Working with multiple stakeholders to support the implementation of key components of the LGIF and the pilot implementation of the Commercial Registration Reform, which aims at creating a virtual one stop shop for business registration. - Within the context of the CR OSS reform, the project will focus on the introduction and implementation of a Unique Company ID, e-payment, and standards for exchange of data (which are key components of the LGIF). - Ensuring that the key components of the GoL interoperability strategy are implemented in accordance to international best practices and adapted to the Lebanese context. - Support and quality assurance in the drafting and implementation of the regulatory tools required to support the implementation and functioning of the OSS (Ministerial decisions, Memorandum of Understanding, Service Level Agreements among GoL stakeholders, Operational and procedural guidelines). - The commercial registration/ OSS reform will be implemented as a pilot and proof of concept for the national interoperability framework for the GoL. The detailed prioritized components of the interoperability strategy are also planned to be developed. - The infrastructure, hardware and part of the technical input will be procured and funded by GoL OMSAR with technical input and quality assurance from the WBG/IFC. Considering the multi-stakeholder nature of the reform, IFC will play a key role in stakeholder management and coordination.
