Project Description
The Project activities will be carried out in three stages: Assessment, Design and Implementation as follows:
I. The Assessment Stage:
The assessment stage has started by identifying the baseline data and conducting stakeholder analysis (including
surveys and focus groups). The project is conducting process mapping of the GSTS system in Lahore to identify serious (high cost) constraints, bottlenecks and barriers that private sector face in complying with GSTS regulations. The project will be conduct
high level legal and policy review, capacity and training needs assessment, high level organizational structure review.
II. The Design Stage:
Based on the outputs of the Assessment Stage, the Design Stage will focus on following components:
(a)
Streamlining
the GSTS processes
(b) Proposing the needed changes/updates in the legal/regulatory framework that govern the GSTS system in the Punjab province.
(c) Exploring the conversion of taxes on professions into service tax
(d) Developing a
proposed Capacity
Building/Training program for PRA.
(e) Transitional empowerment and capacity building for District Officers (DOs) commensurate with expansion of tax base.
(f) Supporting the design of the client's reorganization plans.
(g) Develop
a Taxpayer Charter of
Rights and Inspector Code of Conduct
(h) Designing a Private Public Dialogue (PPD) process with key stakeholders.
(i) Supporting PRA in building its internal monitoring and evaluation (M&E) system.
III. The Implementation
Stage:
During this stage,
the Project team will provide the technical support to ensure adequate delivery of each of the endorsed reform components proposed at the conclusion of the Design Stage.
