Project Description

The objective of the project is to develop simplified and effective construction permitting system and regulatory framework that would improve the Government of Iraq capacity and efficiency in issuing construction permits, thereby reducing the burden on the private sector at the national level (Baghdad) and sub national level (Erbil, Basra) and eliminating the Construction Permitting bottleneck, which chokes the capacity of the growing housing sector in Iraq to meet the demand gap.
The project activities will be carried out on three stages: Assessment, Design and Implementation, and will be conducted in two parallel tracks; in the Government of Iraq (piloting Baghdad and Basra) and in the Kurdistan Regional Government (piloting Erbil).
I. The Assessment Stage:
During this stage, the project team will identify with the client in three geographical areas (Baghdad, Erbil, and Basra) system bottlenecks and inefficiencies. The output would be a complete detailed baseline/as-is-assessment.
II. The Design Stage:
The design Stage will focus on business process improvement/reengineering during which international experts will be engaged to inject international best practice to support each of the following components:

During this stage, the Project team will provide the technical support to ensure adequate delivery of each of the endorsed reform components.
