Project Description
The project - Doing Business in Colombia 2013 - will update the results in the cities previously benchmarked and will track their improvements over time in the areas of starting a business, registering property, dealing with construction permits, paying taxes and trading across borders by focusing on the major Colombian ports (Barranquilla, Buenaventura, Cartagena and Santa Martha). This is in addition to establishing a baseline for future benchmarking in two additional cities. The first sub national Doing Business study in Colombia started on March 2007 by comparing twelve Colombian cities (other than Bogota) in five key areas of business regulations: starting a business, registering property, enforcing contracts, paying taxes and trading across borders. The second study in 2009 expanded the benchmark to 21 Colombian cities, in addition to introducing the indicator of dealing with construction permits. Main activities under the project are: 1. Presentation of the project before national, department and municipal authorities ("kick off" meeting). 2. Data collection and analysis. 3. Consultation meetings and reform dialogue. 4. Preparation of Doing Business indicators and report. 5. Launch event and dissemination of results. Sub national Doing Business reports use the Doing Business methodology to go beyond the largest business cities to capture differences in business regulations and their enforcement across locations in a single country or region.
