Project Description

The main activities of the Subnational Doing Business project are to gather, validate and publish data based on private sector feedback. The project will develop the following public policy tools to guide governorates in Egypt throughout the regulatory reform cycle:
1. Diagnostic tool: create baseline and allow international and domestic benchmarking;
2. Reform instrument: uncover bottlenecks, identify models of best practice and promote peer to peer learning;
3. Monitoring and evaluation tool: measure progress over time and create incentives to maintain the reform effort. IFC is partnering with GAFI, the principal government authority concerned with promoting and facilitating investment in Egypt as well as the Ministry of Local Development, the principal government authority concerned with local development and administration in Egypt. The project will include a number of cities across Egypt to ensure that urban centers, ports, touristic and frontier cities are represented, so that the reform process can be replicated in the rest of the country. Five indicators will be measured: starting a business, dealing with construction permits, registering property, enforcing contracts, and trading across borders. The indicators were selected to have catalytic impact in creating change in the policy and regulatory environment at the local level.
