      <narrative>The project consists of an equity investment in Activa Finances (Activa or the Company), a holding company domiciled in Mauritius which controls the groups operating subsidiaries, directly or through a majority stake in the groups largest asset, its non-life subsidiary in Cameroon, Activa Assurances. Activa is registered as a Category 1 Global Business Company in the Offshore Financial center of Mauritius.   Activa Assurances was formed in 1998 and in turn owns majority stakes in Activa Vie (life insurance, Cameroon), Activa International Ghana Limited (non life insurance, Ghana), a minority stake in Globus Re a captive reinsurance company which reinsures a portion of the risks underwritten by Globus members and a 5% stake in La Loyale Assurances from Côte dIvoire.   Activa has built a strong domestic base in Cameroon and Ghana and will continue to focus on becoming a leading insurer in the CIMA zone (Conférence Interafricaine des Marchés dAssurance) covering 15 insurance markets with harmonized regulation. The Company intends to establish a foothold in other markets in Western and Central Africa through acquisitions or new licenses, as was done in Liberia and Sierra Leone with the acquisition of a composite insurance license in the former and a new license in the latter country. This regional expansion should be facilitated by the Globus network of independent insurance companies founded by the Chairman of Activa.  The Globus network leverages its reach which spans across more than 30 countries on the African Continent to further the growth of its members.   The project aims to support the above expansion strategy by providing capital, an institutional stamp of approval and contributing IFCs knowledge of global trends and best practices in the insurance industry.</narrative>

      <narrative>The development impact of IFC''s investment in Activa will be measured by the following metrics: (i) growth in insurance premiums, (ii) growth in sums insured, as well as (iii) the creation of new subsidiaries in other markets in a region characterized by very low levels of insurance penetration currently and (iv) the development of new products that should extend the reach of insurance cover in the markets concerned (micro-insurance, weather risk insurance for farmers, etc).  There will also be a strong demonstration effect by supporting a local entrepreneur who is building a regional group and has had some success already in creating a panafrican insurance alliance (Globus Network) as well a regional reinsurance platform (Globus Re).</narrative>

The proposed project with Banque Internationale du Cameroun pour lÉpargne et le Crédit (BICEC or the Bank) is a Risk Sharing Facility of up to XOF5 billion to support lending to Producer Organizations in Cameroon. BICEC is the third largest bank in the country in terms of loans  (16.7%) and third largest bank in terms of deposits (16.9%), with a network of 36 branches. The Bank has a universal bank business model servicing the retail, SME and corporate business segments.</narrative>

run-of-river hydropower project located on the Sanaga river near
Yaoundé, Cameroon (the "Project, "Nachtigal") and
developed as an Independent Power Producer ("IPP").              As of April 2017, the plant is estimated to achieve full
commercial operations by 2022. This would make it the first IPP to be
built on the Sanaga river benefiting from the upstream Lom Pangar regulating
dam. The Project benefits from the full support of the Republic of Cameroon who
just signed and granted the 35-year concession to the project company.       The Project is the number one priority
identified under the National Electricity Least Cost Development Plan
("NEDP") prepared in 2014 by the Ministry of Energy with the support
of the World Bank.   </narrative>

      <narrative>        Bocom Petroleum (Bocom) is a downstream distributor of petroleum products in Cameroon (i.e. LPG, lubricants, gasoline, diesel and kerosene). It operates its own network of 80 fuel stations throughout the country, as well as an LPG storage and cylinder filling plant, and a lubricant blending facility. Bocom owns the only private LPG coastal storage facility in Cameroon, which is essential for cooking gas distribution in the country, and necessary to promote clean cooking practices across the country. Bocom is also the only manufacturer of lubricants  through a blending process- in Cameroon (and Central Africa), which is essential to ensure the reliable supply of well-priced quality lubricants to various consumer segments in the country. Availability of quality lubricants ensures automobiles and machinery are efficiently run in Cameroon, with lower maintenance costs, prolongs useful lives of auto\machinery, and reduces unnecessary replacement costs.     The Project entails the further diversification of Bocom from white products, and growth of its cleaner and higher value downstream product (LPG and Lubricants). It entails the expansion of Bocoms LPG business through added storage and filling capacity in Douala, and establishing LPG centers across multiple provinces in the country, (which supports clean cooking across the country); and the expansion of its lubricants blending facility capacity in Douala.  The project is expected to be supported by the IDA19 Private Sector Window Blended Finance Facility (IDA PSW BFF) as described in the Blended Finance Section.    </narrative>

      <narrative>The most significant expected project-level outcome is increased access to LPG products to support clean cooking in underserved areas of the country. LPG use improves households air quality especially for women and children compared the widespread use of firewood or charcoal for cooking. The project will also increase access to high quality lubricants in a market where access to lubricants is quite poor in most of the country, and thereby, efficiency of automotives' engine combustion is low with the consequent detrimental effects on GHG emissions. Beyond these, the Project will also contribute to mitigate one of the deforestation drivers by displacing the use of unsustainable firewood and charcoal, support job creation in Cameroon and contribute to the countrys GDP through forward linkages with LPG retailers, and contribute significantly to improve the competitiveness of the LPG and Lubricants market in Cameroon through a sizable expansion in capacity, enhanced operational and distribution efficiency, and adoption of improved safety standards.</narrative>

US$8.4 million equiv. comprising up to 1.8 billion XAF (US$2.8 million equiv.) from IFCs own account and mobilization from other lenders of up to 3.7 billion XAF (US$5.6 million equiv.) to Société Camerounaise dEquipement (SCE or the Company), the second independent leasing company in Cameroon by market share for on-lending and leasing services to Small and Medium Enterprises (SMEs) (the Project or the Loan). As per the Companys strategy, the Project will provide SCE with funding to support SMEs operating in Cameroons priority sectors, including construction and public works (38% of the activity) and transport (25%) while growing its agriculture and medical equipment portfolio. The project is expected to be supported by IDA20 IFC-MIGA Private Sector Window Local Currency Facility (IDA-PSW LCF) as described in the Blended Finance Section.  SCE is a Non-Bank Financial Institution (NBFI) in Cameroon established in 1963. Through its 12 branches, SCE operates 3 lines of business namely (a) equipment sales to corporates and households, (b) equipment financing in the form of traditional credit and leasing to corporates and households, and (c) money transfer services using established agents such as Express Union, Money Gram, Western Union, and WafaCash. SCE is the second largest specialized NBFI in Cameroon with a market share of 17% and the fifth provider of leasing solutions in Cameroon with a market share of 4.2%.    </narrative>

      <narrative>The most significant expected project-level outcome is the increase in access to finance for SMEs through the extension of additional leases and loans to SMEs. IFC also anticipates that the Project, together with complementary regulatory and sector capacity-building provided through the Africa Leasing Program launched in April 2021, has the potential to promote greater market competitiveness by aiming to address sector bottlenecks at the policy and industry levels and by enticing more financial institutions to offer leasing solutions to SMEs.</narrative>

The SME loans will be originated by CCA-Bank, a financial institution that was the largest microfinance institution (MFI) in Cameroon up until May 2018 when it obtained a banking license and that is currently the eighth largest bank in Cameroon in terms of net loans.                                                       </narrative>

      <narrative>The most significant expected project-level outcome is the increase in access to finance for small and medium enterprises (SMEs), including women owned/led SMEs. This Project is also part of a program of interventions that IFC is pursuing with several financial institutions in Cameroon with the intention of providing SME financing to promote greater market competitiveness through demonstration and replication effect.</narrative>

      <narrative>         Agence de Prestations Maritimes (APM) is an integrated provider of real estate warehousing/storage for rent and logistical services. APM provides end to end supply chain services to over 200 local and international customers active over a wide array of sectors ( retail, manufacturing, agriculture) out of the of Kribi and Douala ports. APM currently employs 190 full time staff. The Company has set up a representative office in NDjamena (Chad) and has a similar plan for Central African Republic (CAR) whose importers and exporters face some of the challenges encountered by Chadian customers and also depend heavily on Douala and Kribi for its foreign trade.  The Project consists of i) the expansion of APMs existing warehousing facilities in the Douala Port area, ii) the construction of additional warehousing facilities in Doualas largest industrial  zone, iii) the construction of a wood park the Kribi port area and iv) the refinancing of existing long term local currency LT debt facilities.  The project is expected to be supported by the IDA 20 Private Sector Window Blended Finance Facility (IDA PSW BFF) as described in the Blended Finance Section.                                                      </narrative>

      <narrative>The most significant expected Project-level impact is the effect on tenants/firms who will benefit from modern and high-quality warehouses through efficiency improvement. Beyond the Project, IFC anticipates that the investment will contribute to improving regional market integration, by facilitating the flows of goods and merchandise to and from Cameroon, Chad, Central African Republic (CAR) and other global markets.</narrative>

The investment will support CCA-Banks international trade business and enhance acceptability by correspondent banks (CBs) of Letter of Credits, Guarantees and other trade instruments issued by CCA-Bank, the ninth largest bank in Cameroon in terms of net loans, in favor of its CBs. Location of project and Description of site    	The project is located on a 2 hectare plot in the industrial zone of Maroua in the Far-Northern Province of Cameroon.  Administrative offices and plant equipment are housed in one building with different partitions.    Description of Company and Purpose of Project    	The Company is the only operating tannery in Cameroon.  It has existed since 1987.  Its current operations consist of: (i) exporting about 200,000 raw hides p.a.; and (ii) processing about 1.3 million goat and sheep skins p.a. into wet-blue for export.  The project would increase production from 6 to 14 million square feet (sqft) of goat and sheep wet-blue p.a., to be upgraded to crust; it would also increase from 2 million sqft of hides (exported up to now in a raw form) to 3 million sqft (of hides) to be processed into wet-blue for export.                                                                                PROJECTS DEVELOPMENTAL EFFECTS                                                                                                                      The project will help generate 50 new jobs and make good use of an unexploited natural resource.  It will also contribute towards diversifying the regions economy away from the traditional production of the areas main cash crop, cotton and related activities, mainly cotton oil extraction.  The project would also help earn foreign exchange because of its export-oriented activities.                                                                                              IFCS ROLE                                                                                                                                           IFC is providing much needed term-financing, which local banks are usually ill-equipped to provide.  Due to the catalytic effect of IFCs presence, Societe Commerciale de Banque-Credit Lyonnais Cameroun (SCB-CLC), a local bank, has however, agreed to participate in the financing of NOTACAMs extension.  The IFC Consultant helped improve the design of the new wing to be constructed (in which the crust leather would be produced); he also advised to modify present tanning procedures to allow complete penetration of chrome into wet skins.    Environmental Category and Issues    	This is a category B project.  Key environmental issues involve liquid effluent treatment and disposal, chrome recovery, solid waste disposal, water supply, provision of personal protective equipment, fire safety measures, employee training and employee general safety. Additional facilities are located in Ngaoundere, Ngaounda, Bertoua, Yaounde, Yocodouma, and Salapoumbe.    Description of Company and Purpose of Project (include IFC role\development impact)    	UTC, the main trucking company in Cameroon, owns and operates a fleet of 200 trucks and trailers.  The company was established in 1978 and it transports cargo within Cameroon and to landlocked countries such as Chad and the Central African Republic.  The proposed project consists of the acquisition of 68 new trucks in an effort to modernize and standardize the fleet and reduce operating costs.  Projects   The project will help improve the quality and reduce the cost of services offered by UTC. UTC plays an important developmental role by providing reliable and affordable transport to key productive sectors of the economy including agriculture, industry, forestry and the distribution of petroleum products.       	  The proposed loan, IFCs second to UTC, will be seen as a sign of continuing support to the Company and will facilitate the mobilizing of additional loans from local banks on better terms than could be achieved without IFCs presence.  At the request of IFC, the Company is adopting a plan for further improving its management of environmental and safety-related matters.    Environmental Category and Issues    	This is an environmental review category B project.  Environmental issues associated with this project include solid waste, oil/fuel storage and spill prevention, vehicle emissions and safety, and fire protection. Project Cost Including proposed IFC investment    	Project cost is estimated at CFA 800 million (US$1.6 million equivalent) to be financed entirely by equity.  IFC has been asked to provide equity of CFA 250 million (US$500,000 equivalent).  This would be a repeat investment, as IFC had earlier partially funded the establishment of PROLEGs commercial farm and processing facility with a loan of US$1 million equivalent.    Location of project and Description of site    	The expansion will be at the companys current site in Bandjoun, western province of Cameroon, where a total of 200 ha  of land has been developed for the growing of green beans.                                                                                                          Description of Company and Purpose of Project    	The Company was set-up in 1992 to collect, process and export extra fine green beans to Europe.  The beans are produced in part by PROLEGs own large-scale farm and in part by more than 10,000 small outgrowers to whom the company provides extension services.  The Company now proposes to increase green bean production from 1,700 to 2,500 tons with financial assistance from IFC.  IFCs new investment will be a sign of continued support to the Company and will facilitate the mobilization of additional loans from local banks.  Management will also be strengthened.                                                                                                                                         Through the outgrowers scheme, the project will create jobs and help support thousand of rural families in Western Cameroon.  As an export operation, it will help the country earn more foreign exchange.    Environmental Category and Issues    	This is an environmental review Category B project.  Key environmental and occupational health and safety issues of potential concern include environmental impacts of past operations, chemical handling and application, integrated pest management, water supply and management, provisional of personal protective equipment and general employee safety and training.  Past operations have proven to have no adverse environmental impacts.  Chemicals storage conditions were found adequate and application is handled by especially trained workers would are provided with sound protective equipment. Location of project and Description of site    	The project is located in seven oil fields in the Rio del Rey Basin, offshore Cameroon.    Description of Company and Purpose of Project    	Pecten and Elf Serepca (which is owned 20% by SNH and 80% by Elf Aquitaine) are joint operators in a number of concessions which account for over 95% of Cameroon''s oil production.  The purpose of the Project is to improve recovery from mature fields by slowing down the production decline and thereby extending their useful economic life.  In 1990, Pecten was able to arrange financing on the international markets, independently of IFC.  Since then however, the international banking community has made it clear that it would no longer finance further development in Cameroon without IFCs participation to mitigate perceived political risks.  This continues to be the case today.  At the same time, the proposed financing is vital to ensure the optimal exploitation of the Republics most important oilfields.          In order to avoid transfer pricing difficulties and because the Republic prefers not to pay its share of development expenses up-front, Pecten seeks financing for development expenditure through external debt.  The Republics share of debt service is then reimbursed out of its share of oil revenues.          IFC intends to raise up to about 80% of the additional debt financing from external sources.  With IFC as the catalyst, this Project will be able to mobilize significant funds in a country with a high level of perceived political risk.    	Cameroon is sub-Saharan Africas fifth largest oil producer and oil accounts for a large proportion of government revenue. The direct benefits of this Project to Cameroon are considerable as the Republic receives a large proportion of after tax operating income from production, as well as dividends. The project will therefore generate a significant amount of additional foreign exchange earnings for the country.  Oil remains of major importance to the economy and the full exploitation of the Republics reserves remains a major component of its continued economic development.          In order to address the decline in oil production which is expected as current reserves are fully exploited, the Republic has introduced measures to encourage private sector participation in the development of fields that are considered marginal.  Measures have also been instituted to incentivize private sector entities to explore for new sources of exploitable reserves.  Part of the development portion of the Project is directed at such marginal fields while the exploration portion will largely be directed at the so-called exploration incentive fields.  The Project will thus support these initiatives by assisting in the stabilization of the Republics overall oil production profile.    Environmental Category and Issues    	This is a category B Project according to IFC''s environmental review procedure.  Environmental issues of potential concern with this project include the discharge of drilling muds and cuttings, treatment and disposal of produced water and other liquid effluents, gas flaring and oil spill contingency plans and response capability. Project Cost Including Proposed IFC Investment    	To assist Pecten in meeting its ongoing financing needs, IFC is to provide a long-term revolving credit facility consisting of an A Loan of up to US$75 million for IFCs account and a B Loan of up to US$190 million, for the account of participants, but with an aggregate amount not exceeding US$250 million.    Location of Project and Description of Site    	The Project is located in the Rio del Rey basin, offshore Cameroon.    Description of Company and Purpose of Project    	Pecten and Elf Serepca (which is owned 20% by SNH and 80% by Elf Aquitaine) have participating interests in nine operating concessions in the Lokélé and Rio del Rey permit areas, which account for over 95% of Cameroon''s oil production.  The purpose of the investment is to provide flexible financing to facilitate the ongoing development of the permit areas.  This development work is aimed at reducing the otherwise-expected decline in oil production, by improving recovery from mature fields and initiating production from more marginal fields that have become economically attractive as a result of special incentives offered by the Government of Cameroon.    In the past, finance for Pectens development expenditures in the Rio del Rey basin has been provided as distinct project financing, on an approximately biannual basis.  Pecten has found this to be inefficient, expensive and ill-matched to its actual financial requirements.  Pecten has thus asked IFC to provide a revolving credit facility, which more closely matches its needs and which will remove the requirement for the repeated raising of new finance.  The proposed investment is designed to provide innovative financing in Cameroon, that will meet Pecten''s needs in a flexible manner for at least the next five years.    Prior to 1991, Pecten was able to arrange financing on the international markets, without IFCs assistance.  Since then, however, the international banking community has made it clear that it would no longer provide the long-term financing which is required for the continued development of Cameroons oil resources without IFCs participation to mitigate perceived political risks. Pecten has been involved in the exploration  for and production of hydrocarbons in the Project area since 1974 and experience to date confirms that operations have not impacted the Gulf of Guinea.  The Company has prepared an environmental management plan (EMP) which outlines the environmental practices of Pecten and Elf Serepca and addresses, inter alia, the quality of overboard water, drill muds, and oil spills. He worked for over 13 years in UCCAO, the then-leading Cameroonian firm in the processing and marketing of green coffee. Mr. Dongmo left UCCAO in 1994 as an experienced Production Manager to create SAICAM. He is assisted in his business activities by his wife Mrs. Dongmo Nguedia Jacqueline, holder of a law degree from the University of Dschang.    Project Cost Including proposed IFC investment    	The overall project cost is estimated at US$ 1,179,334 US$ 1 = CFA 600. IFC has been requested to provide a loan of US$ 291,667, and a venture loan of US$ 166,667.    Location of project and Description of site    	The existing SAICAM site (1660m2) is located in an industrial development zone on the outskirts of Bafoussam. Expansion of processing facilities  will require an additional 1500m2 of land adjacent to the existing site and which has already been acquired from private owners. The site alongside the Douala - Bamenda highway, provides immediate access to  major road connections of the country, and to power and telecommunications networks.     Description of Company and Purpose of Project   (include IFCs Role and Development Impact)    	The project involves the expansion of a coffee-processing unit with the aim of increasing the production of roast and ground coffee from around 120 tpa to 600 tpa within five years. SAICAM is located in the Western and coffee producing region of Cameroon, with a total annual production of over 20,000 tons of arabica and robusta coffee. IFCs role is the provision of term financing, which will comfort the participation of a local financing partner, thereby meeting one of IFCs objectives in local resource mobilization channeled to investment. The developmental impact resulting from the project include: (a) increased added value and quality to locally grown coffee; (b) creation of  30 additional permanent jobs; (c) generation of foreign currency earnings for the country; and (d) increasing competition in the local coffee processing industry.    Environmental Category and Issues    	This is a category B project.  Key environmental issues include: site selection and conditions, pesticides handling and application, effluent treatment and disposal, solid waste management, water and power supply, and CFCs.  Health and safety issues include fire safety and emergency response, workplace safety and training, and employees exposure to noise, heat and dust.       <narrative> HOBEC is an existing private bilingual (English and French languages) school located in Douala, created in 1990. The school started operations on rented premises in 1991 with 2 nursery classes and one primary class. Its curriculum, which is based on the national curriculum, is designed to offer students from nursery to secondary school, modern and practical approaches to education.  The project is in its second phase and involves expansion through construction and operation of nursery, primary and secondary schools for a total capacity of approximately 2,300 students, together with common areas, sporting facilities and bus and refectory service.  The project will help consolidate HOBECs leading position in the private education sector, implement a MIS system, correct its unbalanced financial structure, improve financial results, broaden the curriculae and enable further development.  By participating in the project, IFC would provide long-term resources, which are in short supply locally and are critical for the completion of the project.  IFC is one of the very few institutions financing private education investments. By supporting this project IFC is expected to encourage increased private investments in the sector. A successful investment would demonstrate to more conservative financial institutions that investments in schools could be profitable. IFC and sponsor will share their experiences in this project so that others may learn from it.  The development impact resulting from the project are as follows: Provide more education choices: The project will contribute to providing quality bilingual education in Douala area, where similar quality education is scarce, and often, the only other option is deficient public education.  Complement the efforts of the Government of Cameroon (GoC ) : By offering about 2,300 student slots, the project will free needed capacity in the public school system and make room for pupils from lower-income groups. The GoC is experiencing budgetary restrictions aimed at restoring macroeconomic equilibrium and maintaining adequate debt service. The additional resources mobilized for this project will substitute for public subsidies to private and missionary education (HOBEC has never benefited from such subsidies), that the Government could no longer afford. Although currently at US$173 million for 1999/2000, recurrent governments budget allocation for education dropped from US$124 million in 1992/1993 to US$76 million in 1994/1995. And for the past decade the government has not been able to balance its budget. The project will enhance Cameroons stock of human capital by graduating a higher percentage of students expected to enroll in various universities and colleges in Cameroon and abroad.  Create additional jobs: The project will create 40 new jobs, of which 29 are teaching positions.  Socio-political impact: HOBEC will graduate students that are truly bilingual and sharing a common culture, thus further cementing national unity.   Raise the standards: HOBEC''s valuable competition to both public and private schools, should contribute to raising of standards throughout the system.  Enhance bottom-line discipline and managerial efficiency: working with IFC has led HOBEC to conduct careful market studies, develop business plans and agree to accepted audits of their finances. These tasks, supported through the technical expertise that IFC will offer, will be of critical benefit to this company not accustomed to working in internationally accepted standards.  Encourage commercial lending to private education: Finally, if successful, the project will serve as a model and encourage the development of a pool of quality and well-structured loan funded educational institutions.</narrative>

      <narrative> The project involves the expansion of the production capacity of the company, which produces and distributes industrial gases (mainly oxygen and acetylene). The company was created in 1993  through the acquisition of the repackaging equipment for cooling gases of the local subsidiary of the German firm HOECHST.  In 1993 HOECHST closed its activities in Cameroon and signed an exclusive representation contract for cooling gases with FME-GAZ. In 1995, the company diversified into the production of industrial gases in response to the increasing demand which CAMOA (Société Camerounaise d''Oxygène et d''Acétylène), a local subsidiary of the French AIR LIQUIDE Group, could not satisfy. The expansion entails the purchase and installation of the following equipment: (i) a second air separation plant for oxygen with a capacity of 30 m3/hour, bringing the total capacity to 45 m3/hour; (ii) the acquisition of some essential utilities (gas cylinders and trucks); and (iii) the expansion of the production facility to house the new oxygen unit and the construction of a loading plate-form.      IFC''s objective is to help provide financial resources channeled towards long term financing. Local banks dispose mainly of short term resources, and their ability for long term funding of investments is now severely constrained by implementation of tighter prudential regulations by COBAC. Investors are now turning to international financial institutions such as PROPARCO, FMO, DEG, IFC, etc.     The developmental impact resulting from the project includes: (i) contributing in improving competition in the local liquid gas industry, which has been dominated for many years by a single multinational firm: CAMOA of the French AIR LIQUIDE group . This company is present in most French speaking African countries as a monopoly. Cameroon is one of the rare countries where an indigenous firm has successfully established a business in the sector, and captured a share of the market; (ii) enabling IFC to implement its objective under the Chad-Cameroon SME initiative, to promote and increase an indigenous participation in sub-contracting activities in the Chad-Cameroon pipeline project; and (iii) creating 16 additional permanent jobs and save the existing ones, bringing the total up to 50.  </narrative>

      <narrative> SCM is one of two nationwide cellular operators in Cameroon. In July 1999, SCM was awarded a license, through competitive tender, to build and operate the second nation-wide GSM digital cellular phone network in Cameroon. Under the license agreement, SCM is required to achieve pre-determined coverage levels with its network, commencing with coverage of the country''s three major commercial centers and the interconnecting highways within the first year, and culminating in coverage of all towns with more than 50,000 inhabitants within five years. The company launched services in January 2000 and has since experienced strong demand for its services. The project represents the initial three years of the company''s investment program.    The project is expected to have significant development impact by: (i) providing much needed telecommunications infrastructure; (ii) supporting the liberalization of the sector and introducing competition; (iii) lowering the entry barrier to telecommunications services; and, (iv) providing access to telephony in previously unserved areas.    This would be IFCs first investment in the telecommunications sector of Cameroon. It will complement the World Bank strategy for Cameroon''s telecommunications sector by supporting private sector participation, fostering competition and, through its demonstration effect, opening the country to foreign investment. As private capital is scarce in Cameroon, IFC would fulfil an important role by helping facilitate local currency long-term financing on terms and maturities not otherwise available. Since the company''s revenues are primarily denominated in local currency, local currency financing would help SCM mitigate devaluation risk.  </narrative>

      <narrative> UC-Pharm will mainly import and sell pharmaceuticals to local pharmacies, as the only medicines produced in the country are intravenous solutions and a few pharmaceuticals in tablet forms (paracetamol, chloroquine, etc.).   Its purchases will be handled by Bureau dAchat Afrique Antilles (BAA), a central purchase house owned by Pharmaci.  These pharmaceuticals will transit in the large warehouse Pharmaci owns in the Rouen harbor, France, while waiting to be shipped.    Pharmaceuticals received by UC-Pharm will be taken out of the containers, registered, stored and sold to Cameroonian pharmacists.  A computerized systems will help UC-Pharm track on a real time basis its orders, inventories and deliveries.     Total pharmaceuticals market in Cameroon is estimated at CFAF 50 billion (US$69.0 million), including about CFAF 40 billion (US$55.2 million) for the private market.  This market has been growing at a rate of 7.5% p.a.  UC-Pharm expects to have a 30% market share.    The project would have strong development impacts, including: (i) the development of competition in Cameroons pharmaceuticals distribution market; (ii) promotion of generics and pharmaceuticals manufactured in African countries; (iii) capacity building, as Cameroonian pharmacists will now be involved in the entire distribution chain of pharmaceuticals and (iv) significant redistribution effect, as part of the sector profit, including trade bonuses from pharmaceuticals manufacturers, will be paid back to a large number of Cameroonian pharmacists.       The proposed IFC investment is critical, as the Cameroonian financial sector is not in a position to provide either the long-term financing the project needs, due to the short-term nature of its resources and its risk-aversion to new projects.  In addition, under the Regional Central Bank regulations, obtaining IFCs guarantee would actually help the participating banks increase their lending ceilings and soften the decrease in their prudential ratios resulting from their loans to UC-Pharm.  </narrative>

      <narrative> AES Sonel is the privatized integrated national electric utility of Cameroon. It was privatized in 2001 at which time AES Corp. purchased 56% of the shares of the company, and AES Sonel was granted a 20 year concession for distribution, transmission, and generation of electricity throughout Cameroon. The company has an installed generating capacity of 933MW comprising of 721MW hydroelectric capacity and 212MW thermal capacity (including 24MW isolated capacity). The transmission system consists of 480 km of 225kV, 337 km of 110kV, and 1,064 km of 90 kV lines and 19 substations. AES Sonel has approximately 522,000 customers of which about 79% are located in Douala (the economic hub) and Yaoundé (the capital city).  The project is a corporate loan to AES Sonel to finance a portion of a comprehensive five-year investment program (2005-2009) designed to improve the companys operations and meet the objectives of the concession agreement.  The main objectives of this investment program are:     -  meet concession objectives for new connections;    -  improve quality of service;    -  expand network capacity;    -  refurbish aging generation, transmission and distribution systems;    -  improve safety and environmental standards; -   -  reduce technical and commercial losses;    -  improve work processes and management efficiency; and    -  reduce fuel and variable O&amp;M costs. </narrative>

Part of the expansion plan has already been completed in September 2004 and includes the commissioning of the office building, and the acquisition of a forklift, five lorry-tractors and five trailers. The remaining part of the expansion plan involves the acquisition of the seven lorry-tractors and seven trailers, a spare engine and working capital. Total project cost for the entire expansion plan is estimated at Euro 2.14 million, Euro1.07 million (50%) of which is solicited from IFC in the form of a medium term loan. </narrative>

Advans Cameroun (Advans Cameroun or the company) will be a greenfield microfinance institution (MFI) sponsored by Horus Developpement Finance, a French consulting firm with recognized expertise in microfinance, and La Fayette Investissement (LFI), its associated investment company. The company will specialize in providing financial services to urban and semi-urban micro and small enterprises as well as low income groups and individuals in Cameroon. It is expected that after five years, the company will have ten branches, a portfolio comprising approx. 14,000 customers, and an outstanding loan portfolio of $15 million. The purpose of the project is to expand crucial financial services to a sector that rarely has access to services offered by formal financial institutions. </narrative>

      <narrative> The project will have a high development impact considering that microfinance has been shown to play a major positive role in reducing poverty and unemployment in developing countries. The initiative will strengthen the provision of microfinance services in Cameroon, where access to finance is sporadic for low-income populations and existing MFIs lack breadth and depth, do not focus enough on credit extension, and for their vast majority are unprofitable. By creating a new institution able to sustain microfinance on commercial terms and following best practices, the project has the potential to generate a substantial increase in the long-term availability of financial services for the poor. The project will also show local banks that sound microfinance can be profitable and will demonstrate the commercial merits of transparency, HR and IT investments and strategic planning. As a consequence, it is expected that the interest of local banks in the microenterprise and SME sector will be strengthened. </narrative>

      <narrative>Kribi Project</narrative>

      <narrative>IFC proposes to invest up to Euros 35 million in Kribi Power Development Company (KPDC or the company) for the development of a gas-fired power plant with a gross capacity of 216 MW and the associated 100 km 225 kV double circuit transmission line from Kribi to Edéa (Kribi) in Cameroon.  KPDC is an affiliate of AES Sonel, the privatized integrated electric utility of Cameroon and an IFC investee company.  AES Sonel will also be the off-taker of the power produced by KPDC. The Kribi project will be Cameroons second Independent Power Project (IPP) after the Dibamba power plant. 

Gas will be supplied to Kribi from the Sanaga Sud gas project being developed by Perenco in partnership with Société Nationale des Hydrocarbures (SNH: the national petroleum company).  Although the Sanaga Sud gas facility is not funded as part of the project, Kribi is expected to be the main gas offtaker at least during initial years of operation, and reliable supply of gas is important for optimal operation of Kribi.  The main objectives of the project are to meet the increasing demand for power in the country and to diversify Cameroons current mostly hydro generation capacity through thermal generation expansion while displacing inefficient thermal power plants thereby reducing environmental impact, including carbon emissions.  

This project was first disclosed on February 20, 2008 and due to changes in the project size and scope a new disclosure had to be done.</narrative>

      <narrative>The project intends to:
 
 - meet growing incremental demand for electricity in the country; 
 - increase fuel diversity in a hydro-dominated electricity sector and improve long term security of energy supply during the dry season or in years with low rainfall; 
 - support the development of Cameroons gas resources; and 
 - generate tax and dividend revenues for the GoC.   
 
The project is part of the least cost expansion plan for the power sector in Cameroon as determined through an economic study commissioned by AES Sonel.  Without the project, the country would suffer power shortages and/or would have to rely on more expensive and inefficient sources of power, probably with higher carbon emissions.</narrative>

The project sponsor is Ecobank Cameroon, and technical services will be provided by ACCION International. Other shareholders include ACCION Investments in Microfinance (AIM) and Ecobank Transnational Incorporated (ETI).  IFCs equity investment may be complemented by a partial credit guarantee of up to $2.5 million equivalent, and will be accompanied by an Advisory Services (AS) package of up to $2.54 million for the setting up of the company. Up to 30% of this allocation will come from IFC, and the remainder from a combination of Ecobank, ACCION and the company.  ACCION will be the principal provider of technical services to the project. </narrative>

      <narrative> The project will have a high development impact considering that microfinance has been shown to play a major positive role in reducing poverty and unemployment in developing countries. The initiative will strengthen the provision of microfinance services in Cameroon, where access to finance is sporadic for low-income populations and existing MFIs lack breadth and depth and do not focus enough on credit extension. By creating a new institution able to sustain microfinance on commercial terms and following best practices, the project has the potential to generate a substantial increase in the long-term availability of financial services for the poor. The project will also show local banks and MFIs that sound microfinance can be profitable and will demonstrate the commercial merits of transparency, HR and IT investments and strategic planning. As a consequence, it is expected that the interest of local banks in the micro-enterprise and SME sector will be strengthened. </narrative>

The Dibamba 86 MW heavy fuel oil (HFO)-fired diesel engine power plant and associated 2 km 90kV transmission line in the Douala region (Dibamba) will be Cameroons first Independent Power Project (IPP). Dibamba will be an emergency thermal power plant to avoid major load-shedding.  The Dibamba Project objectives are to provide peaking and reserve capacity in electricity generation, in order to meet the growing public sector electricity demand and industrial expansion. The project will help avoid load shedding during the dry season (which typically lasts from January to June each year). This project is a subset of Project#25978 which SPI was disclosed on February 20, 2008.  </narrative>

      <narrative>Created in 1999, Nosa Sarl (Nosa or the Company) is a local Cameroonian laundry soap producer for low and middle income population, using Crude Palm Oil as the main raw material. The Company, located in Yaoundé, the capital city of Cameroon, employs 120 persons. The proposed project consists of the replacement of the saponification lines of production of the Company (the Project). This new investment should help Nosa grow and establish itself as a key player in the market.</narrative>

      <narrative>The Project will contribute to add value to a local raw material resource (CPO) and thus contribute to the economic development of the country. It is also expected to consolidate and expand the Companys activity, and further enhance competition and improve the regional distribution of the soap industry currently concentrated in Douala and Bafoussam (south of the country). The Project will improve the environmental and safety conditions of the operations and of the workers and is expected to have at least 130 permanent jobs.</narrative>
